According to my analysis this doesn't have to do anything with
apt-utils. Instead the critical point is whether DEBIAN_FRONTEND is
noninteractive or something different. I could reproduce the error twice
with apt-utils installed. This would mean that the fix I sent yesterday
evening is sufficient to really fix it completely.

This would also explained why I could not reproduce it with removed
apt-utils in the first place.

But before stopping to investigate this, I would be glad if you guys
could test this. As of writing this mail, the patch is in our CVS, but
the version in unstable is still buggy (the one in testing never
was). So you can just try installing twice in a pbuilder chroot with
apt-utils installed, once with noninteractive, once with, say, readline.
