FWIW, starting from teTeX 1.0, an xdvi.cfg distributed with teTeX
should only contain one dvipsmap line:

dvipsmap ps2pk.map

Then a regular call to updmap will update ps2pk.map and xdvi will see
the change (see e.g. the comments in
http://cvs.sourceforge.net/viewcvs.py/*checkout*/xdvi/xdvik/texk/xdvik/texmf/xdvi.cfg?rev=1.9.2.1)

(But the general point about moving the config file to /etc/texmf/
may still hold.)
