Yes, I put the stderr redirection too early on the command
line. However, you seem to have used a different order, too, because
your log says at the beginning:

Consequently it is much shorter than mine. Could you please repeat it
with

dvips -d 70 -o tetest.ps tetest.dvi > dvips.log 2>&1

and send me the file?

I only tetest.log again, the latex log file. If the apt-get command
didn't give anything unusual, it's probably more interesting to see the
output of

apt-cache policy tetex-bin tetex-basea libkpathsea3

especially since Knoppix packages might be involved.
