It depends on the font. Some are available as several {AFM,PFB} sets of
files (sometimes only PFB), each of which is optimized for a particular
size (e.g., /usr/share/texmf/fonts/type1/bluesky/cm/cmr9.pfb and
/usr/share/texmf/fonts/type1/bluesky/cm/cmr10.pfb).
I think it is quite inappropriate to ship these fonts in all sizes
(also, I noticed that with *only* the lmodern fonts, including all of
them under /usr/X11R6/lib/X11/fonts/Type1 slows down terribly the
startup or font-menu open [don't remember which] of gnome-character-map
and presumably many other programs).
For lmodern, I chose to keep all lm*10 and only them because 10 is the
size that has the greatest number of variants (bold, italics, slanted,
small caps, etc.).
But you should realize that Type 1 fonts are scalable, so shipping only
size 10 is very different from shipping a bitmap font in only one
size...
