In my last message (and in lmodern), I wrote:
Depends: tetex-bin (>= 2), tetex-base (>= 2)
so as to ensure that tetex-base (>= 2) is also configured when the
package that declares these relationships is configured. I am not sure
this is necessary (i.e., whether tetex-base has to be configured to be
fully functional), but I don't think it hurts. If Atsuhito can confirm
that tetex-base is fully functional while unpacked but still
unconfigured, we can drop such dependencies...
