Hmm, if I remembered correctly, secure mode by default was
a upstream settings and not Debian specific.

It was a good idea to remind users in README.Debian about
secure mode of dvips but I suspect that the present explanation
of config.ps is already sufficient.

I can't see so much improvement/clearness between

-% Execution of external programs is disabled by default. Set
-% to z0 if you want backticks in \special commands enabled.

and

+% Execution of external programs is disabled by default ("secure mode").
+% Set to z0 if you want backticks in \special commands enabled.
