Sorry, typo: should have been `hyperref.cfg'

I think the change came from TeXLive; probably someone (Sebastian?)
felt that the dvips driver would be a better default since most people
were going to use hyperref in a pdf context (i.e. converting ps->pdf).
Whether that assumption is correct or not I don't know ... the only
information that I could find about the change was:

I guess it's not listed in the hyperref change log since hyperref.cfg
is not part of hyperref proper ...
