I guess an idea is certainly good, but I feel you are nervous
about effect of our change to other related packages, right?
In case of update-texmf, 1 or 2 maintainers of other
packages attended in the discussion from the beginning
and I filed bugs to some other packages afterwards, if I
remembered correctly.
# Perhaps packages which get effect will be very few.
