Luckily there are some germans on the list. :-)
install-info doesn't belong to teTeX but rather to dpkg:

dpkg: /usr/sbin/install-info
dpkg: /usr/share/man/fr/man8/install-info.8.gz
dpkg: /usr/share/man/ja/man8/install-info.8.gz
dpkg: /usr/share/man/man8/install-info.8.gz
. This bug should have been fixed in dpkg 1.10 which should be
in sarge. Could you have a look at: #2904, #9833, #22996, #39359,
#48749, #57927, #93399 if this is the same?

Very bad idea[TM]. Try to copy an non-empty /usr/info/dir-file from
anywhere else (I can send you one if you like), copy that
/var/lib/dpkg/info/tetex-bin.postinst from the Debian-package and
type dpkg-reconfigure tetex-bin. The last paragraph assumes, that my
assumption above is correct.
