Bug#210450: documentation essential.dvi.gz missing

It looks like this material was dropped upstream. The copyright
notice on the file essential.tex reads as follows:

   % Copyright (C) Jon Warbrick and Plymouth Polytechnic 1989
   % Permission is granted to reproduce the document in any way providing
   % that it is distributed for free, except for any reasonable charges for
   % printing, distribution, staff time, etc. Direct commercial
   % exploitation is not permitted. Extracts may be made from this
   % document providing an acknolwledgment of the original source is
   % maintained.

The restrictions on charging for the document and on ``direct
commercial exploitation'' could be interpreted as violating the
first or fifth clauses of the DFSG.

As it was dropped upstream, you won't be able to find it in any
current Debian packages. It is available on CTAN, however, at

   <http://www.ctan.org/tex-archive/info/latex-essential/?filename=info/latex-essential/&preferredCTAN=ctan.math.utah.edu&action=/tools/filesearch&catstring=info/latex-essential/>

If we get a consensus that the license on essential.tex is
DFSG-free, we may be able to convince Thomas Esser to include it
in a future teTeX release or package it separately.
