Hmm, then please compare /etc/texmf/texmf.cnf and
/usr/share/tetex-bin/texmf.cnf and if they are not
the same then copy /usr/share/tetex-bin/texmf.cnf
to /etc/texmf/texmf.cnf and try re-install tetex-bin

# It will be good to reserve /etc/texmf/texmf.cnf
# somewhere.

If they are the same then I have no idea where comes
the problem at present.
