sorry but this must be some misunderstanding. as you correctly write
"generated from ..."  

it is a standard custom in the LaTeX world to distribute packages in their
source format only with the documentation usually generateable by the
receiver. sometimes manuals are "additionally" distributed in generated form,
but it is clearly no bug if this is not the case

so if at all it is up to the actual distributors to precompile the
documentation as an extra service
