No, they will go to the LaTeX-developers. You just use the latexbug
program: "latex latexbug" and fill out the questionnaire. Then you
get a file latexbug.msg you should send to the LaTeX bug tracking
system (E-Mail address will be printed out during running through
that file).
I've searched through the BTS of LaTeX and couldn't find a change
request for what we're speaking about.
