/var/lib/dpkg/info/tetex-base.postrm contains these lines:

  rm -fr /var/spool/texmf /var/lib/texmf /var/cache/fonts /etc/texmf \
      /etc/texdoctk || true
fi

This has the effect of deleting the jadetex files in /etc/texmf/jadetex,
for instance, which is inappropriate, causes jadetex to fail to be
able to build memory dumps (being worked around in Bug#197034 btw),
and causes dataloss (hence the severity).

It probably also deletes conffiles from other packages as well
