Bug#195808: plain tex, ngerman.sty, and German hyphenation.

Sorry, no. I tried a few things, but not in a systematic fashion.

No, that was not neccessary.
Ok, let us start this all over again and do clean-room debugging.
This time, I started with
apt-get remove -purge tetex-bin tetex-base
and I check: /etc/texmf is gone for good. Good.
Then
apt-get install -t unstable tetex-bin
I get to choose a few things. I try to choose the most plain vanilla setup:
* I use automatic generation of texmf.cnf with update-texmf, yes.
* I use automatic generation of fmtutil.cnf with update-fmtutil, yes.
* I use automatic generation of updmap.cfg with update-updmap, yes.
* I use debconf to manage permissions of ls-R files, yes.
* I manage language.dat with debconf, yes.
* I try to choose German hyphenation patterns from the
"What hyphenation patterns to load."-list, but none are offered.
Yet my /etc/texmf/language.dat, that is produced by this setup without any
intervention by myself, does indeed have lines
german dehypht.tex
=austrian
% For use with ngerman.sty (neue Rechtschreibung):
ngerman dehyphn.tex
=naustrian
So far, so good. These seem to be standard.
Now I try the famous
$ echo '\relax\input ngerman.sty Hall"oli, Welt\bye' | tex
This is TeX, Version 3.14159 (Web2C 7.4.5)

In other words, the bug is there and quite reproduceably so.
Incidently, the output of ngerman.log is not a whole lot better then what you
see in the output above:

No I try the workaround

The hyphenation patterns are appearently used, but the features of ngerman.sty
are not implemented. In particular, I should be getting "ö", i.e., a
one-letter "o with two dots on top"-Umlaut, while I do get the character ",
followed by the letter o (as I would in plain TeX, without ngerman.sty).
I tested the hyphenation with
$ tex <<'EOF'
> \relax\input ngermanb.sty Hall"oli,
> Donaudampfschiffahrtsgesellschaft Donaudampfschiffahrtsgesellschaft
> Donaudampfschiffahrtsgesellschaft Donaudampfschiffahrtsgesellschaft

- yes, hyphenation does take place in ngermanb.dvi.
Unfortunately, when I do the same without the \input ngermanb.sty, I happen to
get the same hyphenation. So maybe I'm only using English hyphenation? The
languages aren't that different in this particular respect.
