Bug#171414: tag -patch
I believe the patch for this bug is not helpful. Applying it would force
everybody to use latin1 encoding when using \today and french babel.
This might be considered a lesser evil, but I wouldn't like it.
I also think the severity of this bug is inflated. It doesn't have a
major effect on the usability of the package, it's just a simple problem
with a particular environment.
