With my quick investigation, it seems t1lib need
not Build-Depends on tetex-bin.

Its doc sub-directory already includes t1lib_doc.pdf
so no TeX processing is necessary, perhaps.

It will be enough to change "make" to "make without_doc"

If my investigation is wrong, please let me know.
