Bug#186541: tetex-bin: refuses to dist-upgrade

This is the result of a change of mine to the libwww-ssl0 shlibs:
Previously, even linking against libwww-ssl0 produced a
"libwww0|libwww-ssl0" dependency, which actually worked most of the time
- but not always, see #174694.
libwww-dev depends on libwww0|libwww-ssl0, and I'd rather not change that.
It seems the right solution would be for tetex-bin to build-depend on
libwww0 (in addition to libwww-dev, of course) - or would this cause
problems elsewhere?
