I assume you already have done the following:

- edit /etc/texmf/fmt.d/00tetex.cnf, so that it looked

pdfcslatex	pdftex		-    cslatex.ini

- run update-fmtutil

(I assume you installed newer tetex-bin)

Then please try "fmtutil --all"

I hope this will fix the problem.
