I'm not sure but since 1.0.2+20011202-5.1 tetex-bin
used update-texmf to generate texmf.cnf
Please try to modify pool_size in /etc/texmf/texmf.d/95NonPath
and run "update-texmf" as root.
If you upgraded tetex-bin recently /etc/texmf/texmf.d/95NonPath
might be /etc/texmf/texmf.d/95NonPath.cnf
