Ah, sorry I didn't understand the meaning of the hook.
I see your point now and I believe it was in older
package. From the changelog,
tetex-bin (1.0.7+20011202-8.1) unstable; urgency=low
* For smooth upgrading, I collected every modifications to patch-deb,
so I hope cvs-upgrade would not cause troubles.

and so there was perhaps "the hook" in 1.0.7+20011202.
(I mentioned only patch-deb but perhaps patch-src would be
there too ;-)
I guess you are right and I will remove the hook. If someone
find any meaning I overlooked, please let me know.
