I see, and I think you are right.  The answers would be stored
in /var/cache/debconf/config.dat IMHO.

This is very delicate and I doubt policy permits that kind 
of config files.  The latest xserver changed its handling of 
XF86Config as far as I know.

No, at that time we started to use debconf to generate 
language.dat but in /etc (not /var yet).

The time of moving language.dat into /var was

tetex-bin (2.0.2-4) unstable; urgency=low

  * Fixed update-* scripts, postinst etc. so that they could preserve user
    midifications.  [kohda]  (Closes: #189370)

I think it is safe to put language.dat under /var in a 
standard installation.
