You mean, with --outputdir /var/lib/texmf/web2c/dvips ?

If so, my previous idea was much poor one ;) And I just
come to the above idea. But I might misunderstand yet.
One another possible idea was;
with --outputdir /var/lib/texmf/debian (or generated ?
new directory anyway) and symlink it to
/usr/share/texmf/dvips/debian (or generated)
This could work without any modification of texmf.cnf (I'm
not sure. Does anyone know precisely?)
