As this is a library I wouldn't think it is that important. It will
be installed as soon as anybody installs a teTeX-related package and
thats it. The description in the Source package itself is quite short
and the only idea I have is to copy it:
libkpathsea3:
Summary: path search library for teTeX
This package contains the runtime part of the Kpathsea[rch] library,
which implements generic path searching, configuration, and
TeX-specific file searching.
libkpathsea-dev:
Summary: path search library for teTeX (devel part)
This package contains the static library and header files for the
libkpathsea[rch] library.
