Bug#202848: marked as done (tetex-base: pdflatex.ini is missing)

I was trying to run pdflatex but it complains it can't find the
pdflatex.fmt file.... turns out this problems seems to be related
to the fact that the pdflatex.ini file referenced in
/etc/texmf/fmtutil.cnf doesn't exist either....

As described in the followups, the bug has long been fixed in
unstable. Since there's now proper way to keep it open "only for woody",
we close it.
