Sorry for delay.  Only my personal opinion;

they would be in texmf tree.

Please note that 

kohda@nsx:~$ ls -ld /usr/share/texmf/doc
lrwxrwxrwx    1 root     root           20 2003-09-03 10:18 /usr/share/texmf/doc -> /usr/share/doc/texmf/

so you should put them in /usr/share/doc/texmf/ but
never in /usr/share/texmf/doc

There were many packages which created /usr/share/texmf/doc
and broke tetex's installation afterwards.
