xlibs tries to set up ld.so.conf in postinst, however, postinst of other packages
which require xlibs to run may be run before xlibs postinst.
Depends does not guarantee (currently, apparently) the postinst being run before
postinst execution, and since shared libraries need to be available, 
touching ld.so.conf in the postinst is not early enough.

Hmmm... this looks like a culprit.
xlibs contains libXt, and it is already extracted, but something is not finding it.


xlibs is doing 

if ! grep -qs ^/usr/X11R6/lib\$ /etc/ld.so.conf; then
  echo /usr/X11R6/lib >> /etc/ld.so.conf
fi


in the postinst, so until xlibs is configured, packages won't be able to find 
libXt.
Therefore, trying to configure tetex-base before xlibs fails,
although xlibs is already extracted.
