In original file located in:

/usr/share/texmf/tex/latex/cyrillic/iso88595.def

there is definition for Serbian Cyrillic letter: \CYRDJE which is
incorrectly exchanged with \CYRTSCHE, also in small letters. This 
would complete the problem:

\DeclareInputText{162}{\CYRDJE}

On that place should stand:

\DeclareInputText{162}{\CYRTSHE}

And instead of:

\DeclareInputText{171}{\CYRTSHE}

in file iso88595.def, it should stand:

\DeclareInputText{171}{\CYRDJE}

Instead of:

\DeclareInputText{251}{\cyrtshe}

it should be:

\DeclareInputText{251}{\cyrdje}

and instead of:

\DeclareInputText{242}{\cyrdje}

it should stand:

\DeclareInputText{242}{\cyrtshe}

That would complete the bug as well.

It is very very important, as cyrillic typing in Serbian would not work
for 2 letters. They would be completely changed. I had to change it for
myself in order to let it work.

I have tried again to use the Cyrillic with iso-8859-5 in X Window
System. The included file works fine. I send you also the DVI file.
Our cyrillic alphabet is shown correctly.
In the time I have reported the bug, I did not use X Window System
and on this public computer I cannot in one day set it up to try it
from console.
I was using CONSOLE cyrillic and when I typed the 22nd letter from
the Sample.tex it has been shown as the 6th letter. The same with
small letters. I did not change anything now in Wood distribution,
however it works. Before, I had to change that file to get it to
work.
It might be that cyrillic console set was not set up properly and
thus I had this bug. However, I cannot help much in the moment to see
why it was exactly.
You are right. Close the bug as far as I see, it works correctly so far.
