I guess, it is that, what is called non-Free:
ftp://ftp.dante.de/tex-archive/fonts/utopia/readme.utopia
However we could drop a note anywhere, that one can retrieve psnfss
from CTAN, download the pfb-files and install utopia locally, if he
really needs that fonts.
