Well, these files he found in his /etc/texmf/dvips are from the
cm-super fonts. As these fonts are in the "proposed to be packed
(#133649)" of Debian (how is the progress there?) but not yet have
entered the Debian archive, he must have installed that stuff
locally. Of course dpkg can't know about that. So I guess that bug is
rather PEBKAC, than a real bug. I'm not completely sure, as between
submitting of that bug and closing it were 2 years.
Another proposal could be to remove only /etc/texmf/dvips during
purge but I think we'll get the same policy violation, as some
packages will distribute their files into /etc/texm/dvips.
