Bug#197259: tetex-bin: pdftex's manpage should metion that --fmt also sets --progname

The manpage of pdfTeX should mention in the section of --fmt option
something like this:
This option implies --progname format.
Because there is a difference between:
pdftex --fmt myformat
and
pdftex \&myformat
The first needs a configured search path for myformat, the
latter uses just pdftex's search path.
