Hmm, okay.

I couldn't get your point.  tetex-base does not depend on
tetex-bin.

civic:~$ apt-cache show tetex-base
Package: tetex-base
...
Depends: texinfo (>= 4.0b-1), debconf

Or did you mean

Conflicts: texidoc, ..., tetex-bin (<= 2.0.2-3), xbase...

This is necessary because handling of texmf.cnf, fmtutil.cnf, 
updmap.cfg was changed between 2.0.2-3 and 2.0.2-4 in both
tetex-bin and tetex-base.

Please explain the problem more precisely.
