Bug#181307: tetex-bin: texdoc fails if no Netscape

texdoc shell script tries to display HTML docs with Netscape, even
though Netscape is not part of Debian and is unavailable on most
architectures. If there is no Netscape binary, texdoc fails with
`/usr/bin/texdoc: line 1: netscape: command not found'.
