Bug#179939: tetex-base: Can't configure

That's a seriously weird bug: /usr/bin/dialog can give this error.
But why is /usr/bin/dialog being run at all at this point?  What
output do you get if you run, as root:

/bin/sh -x /usr/sbin/texconfig init
