It's a line in /etc/texmf/texmf.d/95NonPath.cnf which reads:
parse_first_line = f
Changing this to:
parse_first_line = t
will make things work again.
Atsuhito, I wonder whether we should add the lines:
parse_first_line=t
export parse_first_line
to the beginning of /usr/bin/makempx to prevent this going wrong for
other people, and also suggest this to Thomas?
