Bug#176526: tetex-bin: /var/lib/texmf/web2c/mktexnam does not set PATH correctly

in the script /var/lib/texmf/web2c/mktexnam we see no PATH setting
( in contrast to what is done in mktexlsr for example). The reason this 
is important is the command `access' happens to have a counter part
in some local software we run. I have noticed this problem for years
and have even mentioned it to upstream in the past. The upsteam in
this case are the web2c developers presumably and not Thomas of tetex.
