If you feel it really necessary to reopen this then, 
of course, you can do so.  (I don't know policy so precisely
too.)

This had been forwarded to the upstream and fixed in the 
upstream.  And perhaps only security bug fixed package 
could be installed in stable.

I only think tetex bugs are too many for us to find really 
important ones at once so I want to close (practically?) 
fixed bugs -- or very near the "not having time to bother 
about minor bugs"
