Bug#175623: Pandora - a non-free font family?

I suspect, that pandora-fonts are non-free:

A file called /usr/share/texmf/tex/latex/mfnfss/pandora.sty is under
LaTeX Project Public License, of course. But I can't find some
information that would say that N. N. Billawala has changed licencing
of those fonts themselves. A file called
/usr/share/doc/texmf/latex/mfnfss/pandora.dvi.gz says nothing about
licence of those fonts.
