Well, it was kinda easy with help from documentation of fontinst and The
UK TeX FAQ question 112. My /usr/local/share/texmf/fonts looks like this
now:

.
|-- afm
| `-- urw
| `-- helvetic
| |-- uhvb8a.afm
| |-- uhvb8ac.afm
| |-- uhvbo8a.afm
| |-- uhvbo8ac.afm
| |-- uhvr8a.afm
| |-- uhvr8ac.afm
| |-- uhvro8a.afm
| `-- uhvro8ac.afm
|-- tfm
| `-- urw
| `-- helvetic
| |-- uhvb7t.tfm
| |-- uhvb8a.tfm
| |-- uhvb8c.tfm
| |-- uhvb8r.tfm
| |-- uhvb8t.tfm
| |-- uhvbc7t.tfm
| |-- uhvbc8t.tfm
| |-- uhvbo7t.tfm
| |-- uhvbo8a.tfm
| |-- uhvbo8c.tfm
| |-- uhvbo8r.tfm
| |-- uhvbo8t.tfm
| |-- uhvr7t.tfm
| |-- uhvr8a.tfm
| |-- uhvr8c.tfm
| |-- uhvr8r.tfm
| |-- uhvr8t.tfm
| |-- uhvrc7t.tfm
| |-- uhvrc8t.tfm
| |-- uhvro7t.tfm
| |-- uhvro8a.tfm
| |-- uhvro8c.tfm
| |-- uhvro8r.tfm
| `-- uhvro8t.tfm
|-- type1
| `-- urw
| `-- helvetic
| |-- uhvb8a.pfb
| |-- uhvb8ac.pfb
| |-- uhvbo8a.pfb
| |-- uhvbo8ac.pfb
| |-- uhvr8a.pfb
| |-- uhvr8ac.pfb
| |-- uhvro8a.pfb
| `-- uhvro8ac.pfb
`-- vf
    `-- urw
        `-- helvetic
            |-- uhvb7t.vf
            |-- uhvb8c.vf
            |-- uhvb8t.vf
            |-- uhvbc7t.vf
            |-- uhvbc8t.vf
            |-- uhvbo7t.vf
            |-- uhvbo8c.vf
            |-- uhvbo8t.vf
            |-- uhvr7t.vf
            |-- uhvr8c.vf
            |-- uhvr8t.vf
            |-- uhvrc7t.vf
            |-- uhvrc8t.vf
            |-- uhvro7t.vf
            |-- uhvro8c.vf
            `-- uhvro8t.vf

And my /usr/local/share/texmf/tex/latex/psfonts looks like this:

.
`-- urw
    `-- helvetic
        |-- 8ruhv.fd
        |-- ot1uhv.fd
        |-- t1uhv.fd
        `-- ts1uhv.fd

Only thing that was kinda weird was editing /etc/texmf/dvips/psfonts.map .
I added only these lines:

uhvb8r NimbusSanL-Bold "TeXBase1Encoding ReEncodeFont" <8r.enc
uhvbo8r NimbusSanL-BoldItal "TeXBase1Encoding ReEncodeFont" <8r.enc
uhvr8r NimbusSanL-Regu "TeXBase1Encoding ReEncodeFont" <8r.enc
uhvro8r NimbusSanL-ReguItal "TeXBase1Encoding ReEncodeFont" <8r.enc

And that seems to work. But there would be some problems, if someone
used more exotic versions of those URW Nimbus Sans L fonts or more
exotic font encoding. And there are some other fonts in
/usr/share/texmf/fonts/type1/urw/ that we may want to use:

avantgar/ bookman/ courier/ helvetic/ ncntrsbk/ palatino/ symbol/
times/ zapfchan/ zapfding/

You may ask, why URW Nimbus Sans L-fonts are in a directory called "helvetic".
Well, according to this doc they are descendant of Helvetica:

http://www.nongnu.org/freefont/design-notes.html

It also says, URW++ Nimbus Roman No9 descends from Times and URW++
Nimbus Mono L descends from Courier. And there exist also those fonts
called Freesans, Freeserif and Freemono descending from those URW++
fonts. They are already available for X Window System in a Debian
package called ttf-freefont. And it is another project to make them work
under (La)TeX.

http://www.nongnu.org/freefont/

 * * *

In the other words: There is some work to be done by some TeX-wizard to
make using of URW++ and GNU Freefont fonts more convenient experience.
Also some .sty-file would be nice thing to have. It would change every
possible font it can with URW-made descendants (or GNU freefonts).
