I think the reason of the problem is too ambiguous
to prevent tetex-base going in testing.

"dpkg -s tetex-base" showed followings;

...
/etc/texmf/modes.mf b8ce45445e87ab383cedab6f82b82646
/etc/texmf/language.dat 4db5e28a037e5ff054e53f9f2b7f74e4
/etc/texmf/pdftex/context/original-ams-euler.map 878c01a7de86554eb41ff74a0b752f5f
...

are these irrelevant with md5sum ?

Anyway the file which caused problem is not the one we shipped
and dpkg's behavior is outside tetex-base, at least basically.
