Please try;

upgrade to the latest tetex-bin
and if it failed then
re-install again with dpkg -i tetex-bin_1.0.7+20021025-3.deb

I believe the second time installation (re-install)
will solve the problem.
(Please report if re-installation solve the problem or not.)

I couldn't get the reason of the fail.
