At the "Please type another input file name" prompt, end-of-line was
sent.

According to The TeXbook, the behavior should be to ask for another
input file name until a real file is found. (p.30-31, Experiment (not
exercise) 5)

As you notice, you sent an empty filename.  This has the effect of
searching for a file called '.tex'.  Lo, behold, there exists such a
file on your system: /usr/share/texmf/tex/latex/tools/.tex.  All this
file does is print a message saying "File ignored", as you see.
Normally, tex would then continue running.  However, since this was
the file provided on the ** line (equivalent to the command line),
once it had been read and processed, tex exited.

Thus the behaviour is totally correct (albeit a little bit confusing
and not quite what may have been expected).
