texdoc is a pretty limited shell script -- it basically runs a
kpsewhich search using the string you give it. Because it doesn't
use a database to associate the names and paths of actual
documentation files with the things they describe, it's never
going to find a manual with a different name.
Therefore, we generally encourage people to use texdoctk, if
possible (which is a separate package). Unlike texdoc, texdoctk
uses a database, and also presents a GUI chooser with clearer
categories and descriptions of documents to help you find the
often cryptically named documents.
The downside is that you need to be running X (or similar) to be
able to to use texdoctk.
