Bug#159286: tetex-bin is not a native Debian package

This situation is my fault -- I don't recall the precise details,
but it was something like not having the upstream source where
cvs-buildpackage expected it to be (probably related to my disk
space issues on my home machines).  It took so long to build on my
machine that I just ran lintian and uploaded the packages when it
passed, and only noticed the .orig.tar.gz problem after the fact.

It can be fixed pretty easily by just rebuilding the package with
everything accessible, which I did, but the ftp admins rejected
the packages because they were the same version as the previous
package.

So the most sensible thing to do, I guess, is to update our
tetex-bin to match Thomas's latest beta, then build brand new
packages with a brand new .orig.tar.gz.

I'm not sure what everyone else is up to, but I'm currently
feeling my way through my first ``start of semester'' period as a
systems administrator at a college.  I have no idea how busy I'm
going to be yet, nor how long that period is likely to last.

Once I've gotten through the initial rush, I think that I should
be able to find some time to do some work on teTeX.  My work
machine is also way faster than my home machine, with a wide pipe
and a huge disk, so the issues that have slowed me down working
from home should be a problem.

That said, if anyone else wants to do some work towards
integrating the newer stuff with the older stuff, please do!
(Please!)  I haven't had a chance to look at things and get a
sense for how hard the job is likely to be, but it seems like a
reasonably complex job, and I'd be happy for someone else to do
some or all of the updating, even if they don't build and upload
the packages.

I'm thinking that it might make more sense to get our codebase up
to date before trying to solve some of the bugs we've got, as some
of them will probably go away with the new code, and some of them
will probably be different as a result of the new code.
