Well, sure. I do have "doc" targets in the Makefile.tetex in my texmfsrc
tree, but in this case, the AMS is at fault. I just have used the file
doc/latex/amsmath/subeqn.dvi from
  ftp://ftp.ams.org/pub/tex/amsltx2.tgz
