This is an upgrade. I had an older version of tetex-base installed
(version number should be in the bug report), and after upgrading to the
same version of tetex-base as tetex-bin, the problem went away. So this
is a too-loose dependency that should be versioned, and it can affect
any upgrade that happens to upgrade and configure tetex-bin first.
