I believe we could understand that the new scheme is
indispensable for teTeX and related packages in Debian.

But it is true that we should provide much more useful
documents for a user about the new scheme, especially
how to modify files in /etc/texmf/texmf.d/ in order to
preserve a hand crafted texmf.cnf as possible as one can.
