picinpar.sty was removed because it had no copyright or
distribution statement, which meant that we had no permission to
distribute it (according to the general opinion of folks on
debian-legal).

The license has now been updated (to the GPL!); however, that
version of the style is not in the upstream texmf tarball that we
use to build tetex-base, tetex-extra, and tetex-doc.

So picinpar.sty will be back when we update the texmf tree.  I'm
not sure what our plans are on that front -- Thomas Esser
(upstream) hasn't made an official release, but we have packaged
beta versions in the past.
