Bug#146438: tetex-base: bibtex deals badly with \% at a linebreak

}

bibtex generates:

\bibitem{qrp}
Christopher Rohrs,
\newblock ``Query routing for the gnutella network,''
  \htmladdnormallink{\url{http://www.limewire.com/developer/query\_routing/key%
word\%20routing.htm}}{http://www.limewire.com/developer/query_routing/keyword\%
%20routing.htm}, Jan. 2002.

Which is wrong, and results in the bottom line be interpreted as a
comment by LaTeX.  The \% and the % are mixed up.  It should generate:

\bibitem{qrp}
Christopher Rohrs,
\newblock ``Query routing for the gnutella network,''
  \htmladdnormallink{\url{http://www.limewire.com/developer/query\_routing/key%
word\%20routing.htm}}{http://www.limewire.com/developer/query_routing/keyword%
\%20routing.htm}, Jan. 2002.
