When using both \usepackage{minitoc} and \usepackage{tocbibind}, the minitoc of the firts chapter is left empty, the minitoc of the 2nd chapter is the minitoc of the 1st chapter, and so on:
CHAPTER MINITOC DISPLAY CONTENT OF CHAPTER #
1 --
2 1
3 2
4 3
Removing tocbibind resolves the problem.
